MBE Certification

The Office of Minority Business Enterprise (OMBE) administers Maryland's Minority Business Enterprise (MBE) certification program. Businesses seeking MBE certification may submit an MBE application for review. OMBE will evaluate applicants to determine eligibility in accordance with Maryland law and program requirements.

DBE/ACDBE Certification

The Office of Minority Business Enterprise (OMBE) administers Maryland's Disadvantaged Business Enterprise (DBE) and Airport Concessions Disadvantaged Business Enterprise (ACDBE) certification programs. Effective October 3, 2025, USDOT requires all DBE and ACDBE applicants to submit a Personal Narrative and a current Personal Net Worth statement with required supporting documentation demonstrating individual social disadvantage as part of the certification process. All currently certified DBE/ACDBE firms must be reevaluated under the new eligibility standards set forth in the USDOT Interim Final Rule

At this time, OMBE is not accepting or reviewing new DBE or ACDBE applications until the statewide DBE/ACDBE reevaluation process has been completed and program updates have been fully implemented.

SBE Certification

The Office of Minority Business Enterprise (OMBE) administers Maryland's Small Business Enterprise (SBE) certification program. Businesses seeking SBE certification may submit an SBE application for review. OMBE will evaluate applicants to determine eligibility in accordance with applicable program requirements.

DBE/ ACDBE/SBE Annual Review

DBE/ACDBE/SBE certified firms must submit annually, on the anniversary date of your firm's certification, the DoSEM no change affidavit and supporting documents.

MBE Triennial Review

Effective September 2025, MBE certified firms must submit the DoSEM no change affidavit and supporting documents every 3 years on the anniversary date of the firm’s certification.

Expansion of Services Request

DoSEM certified firms that add new products or services may expand existing NAICS codes by requesting an Expansion of Services with the Office of Minority Business Enterprise (OMBE). An Officer will be assigned to investigate the request and perform an on-site visit.
