It has come to our attention that a phishing email has been directed to firms in the active Department of Social and Economic Mobility (DoSEM) Directory of Certified Firms. The email was not generated by DoSEM. Any emails being sent by the software system DoSEM utilizes for certification applications and annual review monitoring will always come from MarylandMDBE@gob2g.com. Please do not click on any links or open email attachments from suspicious sites. Please click here to view a copy of phishing email.

Notice to All DBE/ACDBE Firms:


On October 3, 2025, the U.S. Department of Transportation (USDOT) issued an Interim Final Rule (IFR) immediately changing how the Disadvantaged Business Enterprise (DBE) and Airport Concession DBE (ACDBE) Programs operate nationwide.

What This Means:

  • • All currently certified DBE/ACDBE firms must be reevaluated under new federal eligibility standards.

Please do not submit the Uniform Certification Application (UCA) or change requests on existing certifications until further notice. DoSEM is not accepting or reviewing new DBE or ACDBE applications at this time. In accordance with the USDOT interim Final Rule (IFR), DoSEM is prioritizing the reevaluation of currently certified DBE and ACDBE firms. DoSEM will begin processing new DBE and ACDBE applications upon completion of the IFR reevaluation process.

The DBE/ACDBE portions of applications submitted to DoSEM are currently on hold while we complete legal review and implement updated processes to align with the IFR.

If you have already submitted your UCA application:
To avoid delays in the review of your Minority Business Enterprise (MBE) application, you may request to decouple your Uniform Certification Application (UCA) allowing the MBE portion of your application to proceed independently while the DBE/ACDBE portion remains pending. If you would like to decouple your application, please contact the OMBE office at mbe.dosem@maryland.gov.

MBE only applications are not impacted by the Interim Final Rule (IFR) and will continue to be accepted and processed.
